Jorge Ruiz Fitch. Su nueva ubicación sería el recién expropiado Parque Fundadores. El arranque de la obra fue el día 11 de julio de 1984 con la presencia de tijuanense, integrantes del Club de Leones y autoridades civiles y militares. Para recolectar el dinero para la construcción de la nueva Torre de Agua Caliente, el Club de Leones organizó un ¨Maratón Aéreo¨ en el que participaron dos avionetas Cessna 150, piloteadas por el aviador Sergio del Río y por el locutor y piloto José Luis Rivas Marentes, quienes recorrieron el cielo de Tijuana por 48 horas aterrizando solamente para el abasto de combustible y mantenimiento. La Torre de Tijuana, como se le llamó, fue inaugurada el 14 de mayo de 1988
